We are trying to give the right tools, so people are able to make the safest decision. Not scaring them off, but making them aware of things that could happen, the dangers or hazards that are there naturally and giving them the toolset to be able to say, I'm not going to go to this beach because there are no lifeguards, I’m going to travel 5 miles up the road where there is the nearest lifeguarded beach and go to that because it's a lot safer.
