The people who do the [water] rescues have this intrinsic knowledge about the risks of drowning. From the organisational side there is very little attention to risk assessment in rescuing others [in the water], which means that they are aware of the risks, and they take measures around it, but there isn’t a framework where they can address the problems systematically. It’s more of an experience than an understanding. They very much learn from previous experience, from previous accidents happening.
